"Mr President, Commissioner, I am sorry that you have not really announced any specific, concrete action. From what you have said, we can just about make out that you intend to make a hole in the European Social Fund, but without increasing it.
If you put EUR 2.5 billion into a special multiannual programme for this sector, that means a reduction of EUR 100 million in the sum allocated each year for food aid, whether we like it or not. We cannot accept the situation under these conditions.
I therefore propose that the European Commission and Parliament, perhaps with the help of the Committee on Employment and Social Affairs, take the initiative of organising a hearing or joint meeting with social support organisations in Europe, so that we can properly assess the needs, work out how much money is required and come up with a joint proposal that can then be debated, along with the whole legal framework."@en1
