"Mr President, ladies and gentlemen, this is a transitional budget which is rather lacking in ambition. It is a budget which focuses on implementation and, in the light of the challenges facing us, this could be a mistake. I would like to see greater cost transparency, in particular with regard to the Konrad Adenauer (KAD) building in Luxembourg. Mr Vaughan, I was not pleased to find that the figures had completely disappeared from your report. After the vote in the Committee on Budgets, the figures showing the cost of the KAD building were still there. As a result of the compromises that were reached, they have now been removed for the vote in plenary. In my opinion, the fact that we are not even saying how much this major challenge for Parliament will cost over the next few years in euros and cents is not a good thing.
We have another unresolved issue and that concerns the three parallel pension funds, which need to be financed and which are currently showing a deficit of more than EUR 350 million. This deficit is growing and there are currently no plans or predictions as to how we will manage this budget.
I believe that we would be well advised to take some really bold decisions about Parliament’s budget, above all so that we can fill the structural gaps which we have created, just as the taxpayers expect us to do. We must make sure that we do not go on taking decisions that give rise to annual follow-up costs which will seriously restrict our freedom of choice over the years and decades to come."@en1
