lpv:translated text	"Mr President, Montenegro has made tangible progress in the seven priority areas identified by the European Commission a year ago. In this context, I too welcome the European Council’s decision to open accession negotiations with this country in June 2012. I believe that, in this way, reforms will be encouraged in all countries in the region, showing that internal progress is vital for the success of the European integration process. I also call on the authorities of Montenegro to continue their efforts, particularly in the area of justice and combating corruption and organised crime. In this context, I think the Commission’s new strategy to open Chapters 23 and 24 at the start of negotiations is appropriate. I also emphasise the need for additional measures to improve the situation of the Roma, including by developing a new national strategy in this field."@en1
