"I decided to support the European Parliament motion for a resolution criticising the course of the presidential elections in Russia because there are clear signals that they were not organised in accordance with democratic standards. The Organisation for Security and Cooperation in Europe and GOLOS, which is an independent non-governmental organisation that monitors the transparency of elections in Russia, have flagged up that during the recent presidential elections there were irregularities both during voting and during vote-counting in one in three polling stations. According to independent observers, the results of the elections were manipulated by so-called ‘carousel’ voting, which involves transporting voters to different polling stations so that the same people can vote many times. There were also reports of bribery and ballot stuffing. Many opposition candidates were not allowed to register to take part in the elections. During the election campaign there was unequal access to the media, to Vladimir Putin’s considerable advantage. At the same time, however, I am pleased to see the increasing involvement of Russian citizens, whose voices, demanding democracy in their country, are becoming ever louder. I am also hoping that the pre-election promises by the Russian authorities, particularly those concerning strengthening of the rule of law, respect for human rights, independence of the judiciary, as well as steps to combat corruption, will be kept."@en1
