"It is an indisputable fact that the Internet now has a public role, influencing not only daily life but also mass movements, political initiatives and communication strategies. Although I recognise that the use and ongoing management of the Internet should be kept private, I believe that the Member States cannot opt out of a present and active regulatory role, particularly with a view to avoiding abuses and violations of the rights of citizens, as may be the case with the aforementioned Dutch sites, which urge discrimination on the grounds of nationality."@en1
