We should move towards reducing carbon dioxide emissions, but not in a way that imposes very high costs on a few Member States. In addition, the EU’s climate obligations after 2020 should be dependent on a legally binding global agreement; otherwise we are in danger of creating consequences that are very different from those that were intended."@en1
