"The Roadmap for moving to a competitive low-carbon economy in 2050 should help create a framework for new legislation that will shape the nature of investment. The system of allowances has proven to be insufficient for reducing CO as a surplus of allowances has reduced their price and they can no longer fulfil their role in terms of investment in a low-carbon and sustainable economy. There was, moreover, further emission growth of 6% in 2010. Global producers such as China and India are now preparing for a massive transition to sustainable green technologies. Europe, if it wants to remain competitive, should push for the quickest and most effective possible reduction in CO and support technologies and processes that make much more effective use of energy and resources. Progress has been achieved, for example, in the car industry, but the aerospace industry is still lagging behind and remains one of the main problem areas. In this context, it is absolutely essential to emphasise the role of trees and forests in capturing CO . Trees and forests tie up CO in the most natural way possible, without the need for large investments. It is vital to limit the massive looting of forests for profit, which is happening on a greater scale day after day in most EU Member States. I welcome the report on the whole, and I will be voting in favour of it."@en1
