"Mr President, increasing violent conflict concerning water demonstrates the serious nature of the situation. There can be no life without water. Nonetheless, 900 million people do not have access to clean drinking water and 2.6 billion people do not have adequate sanitation. Access to clean water is a fundamental right. We must all play a responsible role here. The key ideas behind our water policy are prevention and the principle that the polluter pays. It often takes just a few simple steps to avoid wasting and polluting water. We must encourage the transfer of technology for innovations in the area of water provision and treatment. Over 90% of industrial and domestic waste water is allowed to reach water bodies without prior treatment. However, domestic waste water should also be seen as a resource. For example, phosphates can be extracted and reused, leading to greater resource efficiency. Clean water and sanitation are a key to development. The World Water Forum in Marseille must take us another step forward."@en1
