"Mr President, I welcome the international dialogue at the conference this week in Marseille. It is imperative that all decision-makers, from local governments through to Member States and the UN, promote initiatives for water quality, availability and affordability. Water is a common good and a human essential, and it is also a human right which should not be used for excessive commercial profit. With this in mind, the fact the Forum’s President, Louis Fauchon, has a foot in both camps is deeply troubling. Member States must give farmers incentives to increase investment in on-farm water storage capacity, which takes up as much as 70% of natural water supply, although the UK National Farmers Union has warned that there is no quick fix. I am also dismayed that in this year of CAP reform – as has been mentioned here by one of my colleagues – there is no mention of this matter. Is this a question of the EU talking with one head and then not talking with the other?"@en1
