"Mr President, the debate on this report is highly complex and, in my opinion, risky for the development of some sectors in Europe. We must remain constantly vigilant to the danger of over-regulation, in order to avoid a dramatic deterioration in the competitiveness of European firms. The report itself draws attention to this threat at several points. I agree with the need to increase the efficiency of energy systems. Improving efficiency can develop new fields. A reduction of the burden on the environment and a decline in CO emission will then be a secondary effect. The best thing we can do is to concentrate on supporting research and speeding up innovation cycles. Account must also be taken of the development of individual Member States, and the right to a national energy mix, including a role for nuclear energy. It would be wrong for the ‘green economy’ to emerge only from political and administrative efforts supported by regulatory instruments across the EU. I see a serious danger of an artificially-created and subsidy-fed economy which could become totally non-functional in the longer term The first negative signals might be a transfer of production capacity outside the territory of the EU, as the report also states."@en1
