"Mr President, the report proposes a significant tightening up of the European Union’s climate policy by, on the one hand, increasing reduction targets by up to 80% by 2050 and, on the other, by reducing the number of permits available on the market by letting them expire them before the third phase of the ETS. We cannot agree to this for both economic and political reasons. In Durban we all agreed that international negotiations would continue until 2015. There is no reason why the European Union should be making its climate policy more restrictive at this time without international agreement. This road leads directly to loss of competitiveness. In Poland, the stricter climate policy would incur an annual cost of EUR 5.4 billion, which is more than half of all business profits, or all of industry pre-tax profits and, for this reason, the legislative proposal in this regard, even without the Council’s decision, would be a mark of extreme disloyalty not just to Central Europe, but also to European industry."@en1
