"Madam President, Commissioner, ladies and gentlemen, the issue of piracy is not a new one here, and was dealt with by this Parliament in the 2009 resolution. Everyone is aware of the events involving two Italian soldiers, who were arrested for causing the death of two Indian fishermen. In this regard, I welcome the assurances of the High Representative for Foreign Affairs, Baroness Ashton, who has said she has been monitoring the case closely in order to bring it to a positive conclusion, and that the incident should be put, to quote her words, ‘into the broader context of international cooperation on counter-piracy and, more specifically, on the issue of regulating the protection aboard ships’.
However, the episode forces us to reflect on the fact that the phenomenon of piracy in the Indian Ocean or off the Somali coastline is still an extremely serious problem. As part of its defence and security policy, the EU launched the Atalanta mission in December 2008 and, in the last few days, its extension to 2014 was approved, but the number of ships involved has fallen dramatically, from 35 in 2009 to 10 in 2011. As we know, the EU intends to exercise greater coordination over the naval forces and military personnel on board civilian ships belonging to Member States patrolling the Red Sea, Gulf of Aden and Indian Ocean.
Do we therefore feel that it is useful to establish common rules of engagement? Generally speaking, what other coordinated initiatives does the EU plan to adopt to protect merchant ships from attacks by pirates? In addition, what measures does it intend to take against third countries that fail to safeguard merchant ships crossing between the Red Sea, Gulf of Aden and Indian Ocean?"@en1
