I believe it is important, first of all, that the conditions are created for the rule of law to be in place, for it to be easier for parties to register, for this registration not to be manipulated by the authorities so that signatures are not recognised, or for fewer signatures to be sufficient for registration. Freedom of the press is necessary in order for opposition parties to have a fair chance of holding their own in an election campaign.
These are some of the conditions that are necessary for further democratic development to be possible in Russia, and I believe that these will then enable the relevant conclusions to be drawn. We need to take one step at a time and not prevent the first step being taken by emphasising the third step."@en1
