"I voted in favour of the proposal for a resolution of the European Parliament on general guidelines for the preparation of the 2013 budget because, firstly, I agree with the statement that the EU Budget is an instrument that demonstrates solidarity between Member States and between the generations and represents a clear common saving for the well-being of all.
Secondly, I believe that this is absolutely the right time to promote the growth of small and medium-sized enterprises (SMEs), which have become the backbone of economic growth in Europe, having created 85% of the new jobs in the European Union between 2002 and 2012. We must therefore channel adequate resources into promoting an entrepreneurial mind-set and business start-ups, as well as simplifying the application procedure for EU-funded programmes.
Thirdly, I agree that we must urgently cut the delays in terms of payments and commitments, which are close to EUR 152 million for 2013, in order to respect the financial programming amounts and so as not to come into conflict with the zero debt policy of the EU. Finally, I welcome the agreement on financing the additional costs of the ITER project, which will not impair the successful implementation of EU policies during the final year of the current programming period."@en1
