"The Commission proposal, amending certain regulations relating to the common commercial policy, introduces changes only where the Council decisions specifically provided for have previously applied. The proposal does not suggest altering individual references to the old comitology procedures pursuant to Council Decision 1999/468/EC, which are contained in the regulations. On this subject, the Commission has repeatedly stated that these adjustments are to be provided for in another proposal for a regulation, the proposal for a European Parliament and Council regulation amending certain regulations relating to the common commercial policy as regards the granting of delegated powers for the adoption of certain measures (Omnibus II). In this context, it should be said that the European Parliament reached a ‘common understanding’ with the Commission and Council, making the use of delegated acts and of implementing provisions subject to a uniform model. To my surprise, the Commission proposal deviates considerably from these provisions, and this is unacceptable. The report rightly corrects the Commission proposal by applying the ‘common understanding’ criteria. This makes it possible to ensure consistency in the wording of all future European law relating to the use of delegated acts and implementing provisions."@en1
