"The present economic and financial crisis means that increased EU cofinancing for the countries facing the worst difficulties, with the corresponding reduction in national contributions in order to be able to make use of funds, has been urgently needed for a long time. The coastal communities most dependent on fishing are therefore facing a difficult situation, which results in both a lack of capacity for private investment, particularly by small and medium-sized enterprises, and a lack of public investment. As such, I welcome the Commission proposal, since it ensures that these Member States continue the implementation of the European Fisheries Fund programmes and provides for the possibility of increasing payments to be made to the countries facing greatest difficulties. I voted in favour for these reasons."@en1
