"Mr President, while this is a technical report which updates procedures to take into account the new scrutiny regime contained in the Lisbon Treaty, it will have important consequences for the future content of these regulations. The new role the Parliament now has under delegated acts means that we must take this scrutiny role seriously. In the Committee on Economic and Monetary Affairs, we spend a lot of time deciding whether something is a truly technical measure that should be dealt with under implementing measures or whether it should be a delegated act in relation to which we then have the right of recall.
On the issue of commercial policy, I am certain that this balance is just as difficult as it is on financial services issues, and I am positive that this report, as it stands, has achieved the right balance."@en1
