"Mr President, I also voted in favour of this report. In the current economic and financial crisis that is engulfing the EU zone, it is imperative that we pave the way for a smooth implementation of cohesion programmes like the European Fisheries Fund by voting in favour of this report today. This will hopefully lead to funds being injected into local rural fishing-oriented economies. I also support the mechanisms that have been put in place that will allow provision for increased payments to be made to Member States that may have financial difficulty in implementing the programmes in question, including the Republic of Ireland, a close neighbour of my home country and constituency of Northern Ireland. We need all to do our bit to help Member States that are witnessing the side effects of financial downturn and aspire to meet the EFF aspirations. The proposed monetary top-ups will do just this while not exceeding 10% of the maximum ceilings set in the articles of the EFF regulation."@en1
