"Mr President, this report on common commercial policy, better known under the name Omnibus I, is definitely one of the most important reports with regard to the way in which the European Parliament works with European foreign trade policy. We should not be deceived by the technical complexity of this proposal. This is a very significant dossier. It defines how the Committee on International Trade, in the first stage, and the European Parliament, in the second stage, will make use of delegated acts and implementing acts in future. My fellow Members have already mentioned the Anti-Counterfeiting Trade Agreement (ACTA) as a current example on several occasions. I would like to look at three points which, in my view, need to be highlighted because they are of major importance for us. The first is the examination procedures. These are a good thing. However, we must retain the option of putting temporary measures in place. Acute situations need rapid action. The people who are affected in particular expect this of us. The second point is the removal of the consultation procedure. The Treaty of Lisbon has made the consultation procedures invalid. However, close cooperation with the relevant institutions is still necessary and desirable. This will enable any misunderstandings or inconsistencies to be identified at an earlier stage and included in the decisions on commercial policy. The third point concerns the time limits. It is in the interests of everyone involved that the cases are processed rapidly and efficiently. I welcome the fact that the time limits have been reduced. This will result in more security for the trading partners. The report explains that by abolishing the consultation procedure, it is possible to save two months. Therefore, the rapid completion of the examination procedure must be given the highest priority.
