"Mr President, not before time, Parliament is bringing the legislation in force on the EU’s external trade policy into line with the new system of delegated acts and implementing acts resulting from the Treaty of Lisbon. Let us recall what the treaty says: firstly, that the European Commission can only have legislative powers in the shape of delegated acts, at the decision and under the control of the EU’s two legislators; and, secondly, that the executive power generally falls to the Commission and not to the Council, under the control of the Member States and not the Council itself. As regards common external trade policy, it is important to stress that this is an exclusive EU policy and competence not controlled by the Member States; a policy that follows the Community method of Commission initiatives approved by the two legislators. That is why we must be especially demanding in the application of the new rules under the Treaty of Lisbon, which means two things: Parliament must retain full control over producing EU legislation, meaning that we must classify as delegated acts all cases in which the Commission is charged with complementing or amending EU legislative acts; secondly, in the case of implementing acts, we cannot allow the Member States to have a power of veto over the executive power of the Commission, precisely because it is an exclusive EU competence. As such, application of the examination procedure, which gives the Member States power of veto over the executive power of the Commission, must be the exception rather than the rule. Please permit me to conclude by congratulating the rapporteur, Ms Quisthoudt-Rowohl, on the excellent work she has done and on the spirit of compromise that she has achieved in this report."@en1
