"Decisive steps need to be taken in 2013 in order to end the crisis and start economic recovery. The EU budget is in a position to strengthen solidarity, kick start growth and support increased employment. The slogan for the decisions to be taken on the EU budget for next year should be ‘growth and employment’, rather than ‘austerity’. It should also be made clear to the Council that it cannot continue to ignore real needs and outstanding payments if we are to avoid a repeat of what happened last December, when the Council refused to finance claims of EUR 10 billion. As a result of that, the payments in question were postponed to 2012 and are expected to cause numerous problems towards the year end. Finally, I should like to point out that the accession of Croatia to the EU should be accompanied by suitable additional financing and to emphasise that I am totally opposed to any form of rearrangement of the top priorities of the European Parliament in terms of financing for ITER."@en1
