"Mr President, ladies and gentlemen, the tough economic and financial climate created by the crisis has tested the Member States’ already wobbly budgets to the limit. This has caused a major fall in public investment in key sectors for reviving employment and economic growth. The guidelines set out for the 2013 budget focus on creating jobs for young people, in particular, by supporting the small and medium-sized enterprises that make up 90% of the EU’s production base.
A suitable level of funding for the EU’s 2013 budget is crucial, since it is the final year of the current financial programming and this funding will form a model for what is to follow. It ought, also, to set out a pathway to growth, jobs and competitiveness in view of the Europe 2020 strategy. To conclude, I think it is essential that the Council does not compromise the potential of the 2013 budget by deducting from it any unauthorised payments generated in 2013."@en1
