lpv:translated text	"Mr President, today’s discussion is about 2013. This is a special year, because it is the last year of the 2007-2013 financial perspective. The funds to meet commitments should therefore increase this year. However, this is becoming increasingly difficult. It is worth noting that the level of overdue commitments in the EU is increasing. At the end of 2011, the figure amounted to EUR 207 billion, and in 2013, at least EUR 152 billion will be needed. We are well aware that the EU does not have this kind of income in any year. I would therefore like to ask Commissioner Lewandowski, who is the most competent person in this regard, whether the Commission will be able to secure funds next year to meet these commitments."@en1
