"Mr President, it is true that, in the debate on trans-European networks, some Member States are continuing to raise barriers – in particular, to the provision of capital to small and medium-sized enterprises.
My question is quite specific. In the framework of economic governance, the European Commission has been granted a number of new powers. How can it use those powers to reverse the large number of growth-inhibiting measures which Member States are even continuing to propose today, from time to time, even within the context of budgetary control? How can the Commission see to it that growth-stimulating measures are passed in those various budgets?"@en1
