"( ... exchanged in the first intervention and I would like to respond quickly to the one on the Basque country because I visited the Basque country in November and I believe that there are some very good examples which can also be used in other parts of Spain. I am saying that because, although Spain has the highest unemployment rate in the European Union, in the Basque country, it is relatively low. It is half the national average and it is partly because of the very developed nature of the social economy. I did not only go to Bilbao but also to Mondragón to see the conglomerate cooperative and I think this is a good model. In other parts of Spain it could be adopted, and it could also serve as an inspiration for other Member States. In the Basque country, I think there is also a closer connection between how vocational training is developed and what the economy needs, and this is also something which we have to work on, not just in the Spanish context, but also in the wider European context for a better employment result."@en1
