"As I outlined last June in a stakeholder conference on the posting of workers, we are working on a package which will be forthcoming soon. It will include an enforcement directive and – as you just said – a Monti II Regulation concerning the exercise of fundamental social rights in the context of cross-border services. This follows in the footsteps of a Monti I Regulation, which did the same in the context of cross-border trade, so in this respect, this forthcoming regulation is not inventing anything particularly new. It actually applies an existing approach to a new issue area, which is cross-border services, like, for example, construction or temporary agency workers coming to agriculture on a temporary basis, because that is the nature of posting. This is not about restrictions and this is not about reversing the jurisprudence of the European Court of Justice. We clarified this a long time ago. This is the way we are developing and finalising the text of this proposal."@en1
