"Mr President, my question is directed at Mr Andor and Mr Barnier. Do you agree with me that the Charter of Fundamental Rights enshrines the fundamental rights of the citizens and the workers of Europe? I have heard that the Commission is planning a Monti II Regulation which states that the fundamental right to strike can only be exercised if it is in proportion to the freedom to provide services. This means that if a service provider wants to go in for social dumping, it can do so. However, if the trade unions call a strike to oppose this, they must first ask themselves whether this could cause damage to the service provider. As a result, the right to strike will be significantly restricted. The question I have is: can you explain to me what the benefits of a Monti II Regulation of this kind will be? Furthermore, who will benefit from it?"@en1
