"Mr President, ladies and gentlemen, I think that in order to become competitive, we need to have growth, and that is the quandary we are in. There is talk of it everywhere. Even this morning in plenary, from Mr Barroso to Mr Van Rompuy, everyone was talking about growth. However, I especially wanted to quiz the two commissioners who look after infrastructures, Mr Kallas and Mr Barnier. Do you – and all my fellow Members – think that we will get out of this and quickly achieve growth using the normal methods and the budgets as before? Or do you actually think that we need to make a leap in quality in order to achieve growth? I am rapporteur for the current project bonds report, which is just a little tonic to try and give some guarantees to development companies entering the market. The question is, should we send development companies into the market, or should we, as the EU, go ourselves?"@en1
