"Although the cooperative and voluntary sectors have clearly demonstrated their resilience during the crisis and the opportunity to set up a European cooperative society (SCE) has existed since 2003, recourse to them continues to be relatively rare ... and that is a euphemism! Hence, the importance of this report on the specific case of the SCE and the involvement of employees. As the Statute was not adapted to the special characteristics of the SCE, it is essential to revise the corresponding regulation in order to guarantee fair competition between cooperative societies and investor-driven companies, and to contribute to the development of the transnational activities of cooperative societies. Through this report, I support the call for EU policies in all areas to recognise the specificities and added value of social economy enterprises, especially SCEs, by adapting the legislation on public procurement, State aid and the Financial Regulation accordingly. There is absolutely no doubt that the Member States must become more involved and foster, finally, more favourable conditions for cooperatives, such as access to credit and tax incentives."@en1
