"Mr President, I should like to ask for your attention, basically so as to welcome the results of the Council. This is not because the measures are ideal, but because they are possible. There is no doubt that we have now gone much further and we can be more optimistic than we were three months ago or six months ago. Many Member States have been making enormous efforts to stabilise and consolidate their public finances, and these efforts have only been made in some of them at the European Union’s behest. These efforts are crucial if they are to be able to recover their credibility on the international markets and crucial if they are, in time, to be able to return to growth. With these guarantees that the Member States – in particular, Portugal – have been giving on fiscal consolidation, or budgetary consolidation, I am convinced that, with the new treaty signed between the 25, we will be in a position to relaunch growth in earnest with the European Council’s next steps. It is only with this trust that is being built up, little by little, that this growth can be created. That is why I would say this: it is important for those who are richer to feel solidarity for those who are poorer, but the poor must also understand the other point of view, by giving these guarantees."@en1
