"Mr President, if we consider how long we have had the fundamental freedoms in the EU, it is astonishing that the EU has only in the last few years started to pay greater attention to the legal problems that arise as a result of the freedom of movement. These problems are caused, above all, because a great deal of land and property has been acquired in Member States other than a person’s own, and because the working environment is becoming ever more flexible and there is therefore an increasing amount of mobility of workers, not to mention cross-border marriages and divorces. It is therefore important to ensure that there is legal protection.
It makes sense to establish rules that it is possible for the average citizen to understand. The possibility in relation to inheritance law of people being able to choose the law of their home country fulfils this condition, as this is the law that citizens are familiar with, at least in a rudimentary way. In view of the change in circumstances for families in Europe in particular, citizens must be able to be sure which law is applicable in their particular case. That is something that we must guarantee for citizens at all costs."@en1
