"Mr President, all EU citizens are entitled to exercise their rights as heirs, and their right to dispose of their property when they die. The regulation on succession reinforces these rights. In cases of cross-border succession the heirs are often faced with administrative difficulties and barriers to the assertion of their rights. Thanks to this regulation, in the future citizens will have at their disposal streamlined rules and legal instruments uniformly applicable in all Member States. The introduction of the European Certificate of Succession facilitates the demonstration of one’s status as an heir. This document will contain uniform data on heirs and their rights across all official languages and Member States, thereby facilitating the work of the authorities and enabling the rapid, cost-effective conclusion of succession proceedings.
The appropriate issuance of official documents required for the proceedings, such as certificates of vital records, in minority languages must also be ensured in future so as to guarantee equal rights for all EU citizens.
