"Mr President, today, Belarus is far from having anything in common with the community of democratic countries. This is demonstrated by the operation of its judiciary, the intense intimidation or silencing of the opposition and the continuous use of capital punishment. Although, at the end of January, the Council decided to apply further sanctions, their effect is limited and President Lukashenko does not show any willingness to reform his system. In Belarus, it is the activities of the opposition that could incite considerable changes. The task of European countries is to assist the opposition and to not let it lose hope. At the same time, we must admit that Russia has a far greater influence on the current Minsk government than the EU, and we must therefore take steps to bring President Lukashenko and his most important ally, too, to pronounce that the state of affairs in Belarus is unacceptable and unworthy of 21st century Europe."@en1
