"Mr President, as has already been said in this Chamber, it is indeed the case that we do not decide whether people are guilty; however, we know that there were many irregularities during the investigation into the attack on the subway, that some of the confessions were extracted under torture, and that much of what should form part of a normal trial was lacking in this case. Therefore it is not our role to issue judgments on guilt or innocence, and it is not our role to issue judgments on whether the death penalty is good or bad. What we are voting on, and what our position consists of, is opposition to these specific incidences, because the handing down and implementation of the death penalty in non-democratic countries and dictatorships must always be opposed, as we can be sure that the death penalty there is an element of political pressure and of political struggle, and we should always be opposed to this."@en1
