"As the rapporteur says, 95% of published works are not converted into formats that blind people can read, shutting a significant proportion of the population out from humanity’s cultural corpus. In an area like this, there is justification for introducing a special scheme intended to facilitate making these works available in accessible formats, seeking to minimise blind people’s problems. A first step towards achieving this would be changing copyright regulations. I therefore voted for the resolution and I call on the Council and the Commission to support the treaty by the Copyright Committee of the World Intellectual Property Organisation aimed at introducing a binding instrument regulating copyright applicable to books and other printed products intended for blind or visually impaired people."@en1
