"This report contains some advances. However, it proposes to relax the rules for deposit guarantees presented by the Commission. They should instead be strengthened in order to increase the banks’ financial contribution to the security of the financial system. The idea of making bank shareholders contribute in the event that a bank fails or gets into difficulties that might threaten depositors has not been proposed by the Commission or in the amendments tabled by the Committee on Economic and Monetary Affairs. That contribution is necessary. It should be part of a general overhaul of the banking system. In particular, retail operations and market activities of banks should be kept separate in order to re-focus the credit system in favour of the economy and employment, and to reduce financial risks. I cannot give my vote to a report that is so lacking in ambition for the security of bank users."@en1
