"Commissioner, I believe you are now faced with a rather unusual situation: you have before you an entire committee – the Committee on Industry, Research and Energy – which, together with speeches from many other MEPs, are calling on you to clarify a number of issues: we are discussing a great project, one that – like the Galileo and International Thermonuclear Experimental Reactor (ITER) projects – is a flagship of European policy, which goes above and beyond single national policies; a project shared across the board, as you will have noted; a project already funded in part and, indeed, already partly implemented.
Faced with this situation, the concern and the bitterness of Parliament are more than justified after learning that the Commission seems – and I hope we can continue to use this word – to have decided to abandon the project, transferring to others – in particular Member States, at such a difficult time – the determination to continue the project, taking away this Chamber’s power to review the new regulation, as had been decided in 2010.
I hope that Commissioner Barnier and the Commission will choose a different path."@en1
