"Mr President, our blind and visually-impaired citizens have approached me for help in resolving their problem concerning the granting of exemptions from copyright for the cross-border distribution of works specially made or modified for them.
The Copyright Committee of the World Intellectual Property Organisation proposes to deal with the request by the blind and print-disabled community by means of a binding international treaty that would open up copyright for them, giving them unrestricted access to special printed matter from other countries. For the representatives of our blind and visually-impaired fellow citizens, this would be a better solution than the adoption of non-binding recommendations as proposed by the representatives of the European Union, and they are therefore striving to achieve a change in the position of the EU. Since Parliament already assessed such a solution as being appropriate in April 2011, we should support the request made by our visually-impaired and blind fellow citizens."@en1
