"Mr President, ladies and gentlemen, austerity for administrative costs and investment to support and encourage growth: these are the keywords of the guidelines for the 2013 budget. I would therefore like to join in the thanks to Mr Vaughan for his work in an atmosphere of great sharing and total cooperation.
At this time of economic crisis, Europe must make its voice heard. We need more Europe and a strong European governance, just as we need – as has already been repeated – Europe to do its part alongside the Member States, giving all European citizens, through the Member States, a clear picture of what Europe is doing in support of growth. We have to start doing this through the budget choices and through our vision of a strategy for growth of the Union and of individual Member States.
I am, however, beginning to think that alongside the cuts, sooner or later, we must also bring in the greatest cut of all, the one that citizens want most, and without which the European spirit in many Member States will continue to be very low. It is difficult to explain to people why we have two seats."@en1
