"I supported the motion for a resolution on the feasibility of introducing stability bonds in the European Union. At such a time of crisis, the creation of a ‘euro bills’ market and the creation of stability bonds in particular could offer a viable alternative to the US dollar bond market. However, Member States must be made more responsible and must ensure the long-term stability of the euro. Rigorous budget discipline and universal respect for the rules must be guaranteed. Furthermore, I feel I must highlight the fact that a sustainable fiscal framework is essential for joint bond issuance and must be aimed at both enhanced economic governance and economic growth in the euro area. I therefore welcome the Green Paper on the issue, which I think could provide a useful starting point for further reflection and developments on this solution, which is deserving of careful scrutiny from the Commission in terms of its impact, feasibility and effectiveness."@en1
