"The food distribution scheme for the most deprived individuals, set up in 1987 under the common agricultural policy, currently provides food aid for 13 million people suffering from poverty in 19 Member States and has distribution chains encompassing some 240 food banks and charities. According to the Commission’s own estimates, 43 million people in the European Union are at risk of food poverty, a number set to rise due to the economic and financial crisis and the sharp increase in food prices. We must therefore try to avoid an immediate and drastic reduction in food aid as a result of the reduction in funding for the programme from EUR 500 million to EUR 113 million. Halting an existing and functioning aid scheme abruptly and without prior notice or preparation will have a major impact on the most vulnerable EU citizens. It is therefore necessary to find a way to continue with the food distribution scheme for the most deprived people in 2012 and 2013 – the remainder of the current funding period – and also for the new funding period, 2014-2020. Following a number of deadlocks in the Council that have led to delays with this programme, there is an urgent need to overcome the problems, if those in need of aid are not to continue being harmed."@en1
