"I voted for the resolution on the proposal for a Council decision on guidelines for the employment policies of the Member States because, due to the financial and economic crisis, unemployment has increased alarmingly in the EU. According to Eurostat, over 23 million people are unemployed in Europe. The guidelines provided in Decision No 2010/707/EU will be applied by the Member States in 2012 as well. Employment policies should be directed towards increasing labour market participation, reducing structural unemployment and promoting quality jobs, developing a skilled workforce to meet labour market needs and promote lifelong learning, improving the quality and performance of education and training systems at all levels and increasing participation in tertiary education or equivalent forms of education, promoting social inclusion, and combating poverty. These guidelines are aimed at the implementation of the main EU objectives for 2020, such as increasing the employment rate to 75%, reducing the school dropout rate to less than 10%, achieving a tertiary graduation rate of at least 40% among young people, and reducing the number of people at risk of poverty and social exclusion by at least 20 million."@en1
