"According to Eurostat, the European Union currently has around 23 million unemployed; that is 8 million more than in 2008, with the majority of them young people who cannot find a foothold in the labour market. The EU Member States with the highest unemployment rates are Spain, with 22.9%, followed by Greece, with 19.2% in October; Portugal is in sixth place, with 13.6%. At the other end of the spectrum, those with the lowest rates are countries like Austria, with 4.1%, the Netherlands, with 4.9%, and Luxembourg, with 5.2%. Article 145 of the Treaty on the Functioning of the European Union stipulates that Member States shall work towards developing a coordinated strategy for employment, so they have agreed to the intention expressed by the European Commission and the European Parliament to strengthen guidelines on employment policy, pursuant to the Council decision of 21 October 2010."@en1
