"Article 145 of the Treaty on the Functioning of the European Union provides that the Member States and the Union shall work towards the development of a coordinated strategy for employment and, in particular, the promotion of a skilled, trained and adaptable workforce. The Europe 2020 strategy, proposed by the European Commission, will enable the Union to steer its economy towards smart, sustainable and inclusive growth, which will be accompanied by a high level of employment, productivity and social cohesion. The European strategy for employment has the leading role in meeting the objectives of the new strategy for employment and the labour market. I am of the opinion that it is necessary that the Member States continue their efforts to address the priority areas of increasing labour market participation and reducing structural unemployment, strive to develop a skilled workforce in line with labour market needs, and strive to promote the quality of employment and lifelong learning. I believe that the employment guidelines adopted in 2010 should remain unchanged until 2014 to ensure their uninterrupted implementation. They should be changed as little as possible, except where absolutely necessary."@en1
