"The European Union finds itself in a highly critical situation that requires immediate, specific action. Parliament has accepted the proposal for a Council decision on guidelines for the employment policies of Member States, adopted in accordance with the provisions of the Treaties and in line with the Council’s conclusions at the end of January. As decided by the Council, employment policies are now, more than ever, a priority of the EU, in order to be able to deal with 23 million unemployed and revive the European economy, as well as meeting the objectives of the Europe 2020 strategy. I believe that coordination between Member States is fundamental, in order to develop a competent workforce throughout the EU, reduce unemployment, particularly among the young, and promote social inclusion, education, training and lifelong learning in order to reverse these effects of the crisis and combat the risk of poverty."@en1
