By adopting this report, Parliament has given its consent to an arrangement made between the European Union, the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway and the Swiss Confederation on the participation by these States in the work of the committees which assist the European Commission in the implementation of the Schengen . The arrangement adopted provides for these States to be associated with the work as observers, albeit without voting rights. Furthermore, they will be asked to make a financial contribution to administrative expenses. Finally, this arrangement contains a joint declaration which provides that this association shall not be regarded as a legal or political precedent for any other field of cooperation."@en1
