"Mr President, I should like to begin by congratulating the various rapporteurs on the documents that we are debating here today, particularly my colleague, Mr Gauzès, whose report highlights the need to find solutions to the financial and sovereign debt crisis we are currently experiencing. Disciplinary measures are important, but so is stepping up medium- and long-term growth measures. It is time for us to establish our priorities. Doing everything at the same time, and often in a contradictory way, is not the solution.
First of all, there is a need to find short-term solutions so as to provide liquidity for the real economy, to solve the banking crisis situation that we are currently experiencing, and to solve the problem of the Member States. Secondly, we need to move towards a series of structural reforms with a clear focus on economic growth. Finally, we also need a range of institutional changes in how the euro operates and how the European Union operates. What we need, finally, is clear political discourse. We all have to support it and I would congratulate the Council on how it has achieved that here today."@en1
