"Madam President, the Commission’s proposal for a decision from September 2010 establishing the first radio spectrum policy programme sets out policy guidelines and objectives for the strategic planning and harmonisation of the use of radio spectrum until 2015. The radio spectrum policy programme reflects how important the availability and effective use of the spectrum is to the internal electronic communications market and to other European Union policy areas such as transport, research, Earth observation, satellite-based navigation systems, environmental protection and tackling global warming. I welcome that the amendments proposed, which were adopted by Parliament, were also included in the agreement reached by the Council and Parliament. They aim to include the following goals as part of the policy objectives: 1. In Article 3(c), removing the digital divide and contributing to the objectives of the Digital Agenda, thereby ensuring that all EU citizens have access to broadband of at least 30 Mbps by 2020 and allowing the EU to have the highest speed and capacity possible for broadband services; 2. In Article 3(l), promoting the accessibility of the new consumer products and technologies so as to secure consumer endorsement for the transition to digital technology and efficient use of the digital dividend. I also welcome the inclusion in Article 4(3) of the need to focus particular attention on the standards for equipment intended to be used by people with disabilities. The decision envisages an inventory being carried out of the current use of radio spectrum for commercial and public purposes. The inventory will be administered by the Commission which will adopt the implementing acts by July 2013, with the aim of defining the methods and formats for collecting and transmitting data to Member States. The Commission will submit a report to the Council and Parliament on implementing the decision no later than two years after its entry into force and will carry out a review of its implementation by 31 December 2015."@en1
