Mr President, ladies and gentlemen, there are numerous advantages to the agreement between the European Union and Morocco concerning reciprocal liberalisation measures on agricultural products, fish and fishery products. As has just been shown, it will result in 70% liberalisation for European exporters, compared with 1% at present, and 55% liberalisation for Moroccan exporters. The elimination of tariffs will result in an annual gain of EUR 100 million for European exporters. Through this agreement we are going to show our support for the programme of democratic reforms launched in Morocco, with its new constitution, which is fully in line with the ‘more for more’ principle in the context of the European Neighbourhood Policy. Given that 40% of the Moroccan people work in the agricultural sector, the agreement will help to reduce poverty and promote peace and prosperity in the southern Mediterranean in the wake of the Arab Spring. If we really want to help our neighbours through the current crisis, we should of course be prepared to make concessions, too. We have also expressed concerns about the agreement in a motion for a resolution that calls for the continuation of the efforts in Morocco to promote democracy and development. In order to offer guarantees to European farmers, such as the effective establishment of the entry price system and quota limits for sensitive Moroccan products, we obviously need to ensure better application of the conventions of the International Labour Organisation and the equivalent measures between the European Union and Morocco concerning the environment and water management, as well as phytosanitary rules. In conclusion, ladies and gentlemen, Commissioner, as shadow rapporteur I invite you to vote in favour of this agreement in order to maintain the European Union’s credibility in Morocco and send a clear sign of support for the reform efforts of the Moroccan Government."@en1
