"Mr President, Commissioner, I would like to express my sincere thanks to the rapporteurs and the shadow rapporteurs. What we have before us is sound and necessary legislation. The aim of this legislation is to re-define and re-regulate the supply chain. For the first part of the chain – namely from the farmers to the processors – it will also succeed in doing so. It strikes me that what this legislation fails to tackle – and a few other Members have already said this – is the second part of the chain. What happens between the processor and the consumer? There are quite a number of unanswered questions in this regard. Some of these, such as cost-price selling, have been mentioned already, but there are many others, too. That is why this package cannot represent a final answer to the abolition of milk quotas. In exactly the areas where the abolition of the milk quotas is difficult, which is to say in mountainous and disadvantaged areas, production is already organised into cooperatives, and little is likely to change. What is positive and sensible in this legislation is the option for producer organisations and associations to apply special rules and supply management in relation to the protected designation of origin (PDO) and protected geographical indication (PGI). There are many organisations that need this, and in the wake of the debate about the quality package, this is the right approach to take. We should also implement this for other products in the quality package. In the end, what is right for milk can only be fair for other products."@en1
